The MINISTRY OF Internal Affairs of the Ministry of Internal Affairs traces its history back to 1802 – the time of the creation of ministries as new centralized management bodies.
The predecessors of the ministries were orders that existed since the 16th century and replaced them in the 18th century by colleges.
On September 8, 1802, the Committee of Ministers and 8 ministries were formed.
The ministers were personally responsible for the state of affairs in their departments, had the right to legislative initiative.
Every year they had to submit reports on the activities of the ministry to the Emperor and the Senate.
Initially, 4 main structural divisions were formed in the structure of the Ministry of Internal Affairs – the so called expeditions.
The competence of the first included "managing the affairs of the national food and salt part", the third zan she was engaged in the improvement of agriculture, managed state factories and factories, the extraction of peat, coal, ensured the resettlement of peasants to new lands, monitored the condition of roads.

CREATION OF THE YAKUT MILITIA

The name of Vasily Stepanovich Sedalishchev, who served in the police for more than 30 years, became legendary in the history of the Yakut police, he carried the proud title of a policeman with honor and dignity, was awarded the Order of Lenin and two Orders of the Red Banner.
Another legendary man, Pavel Filimonovich Polynsky, also served in the criminal investigation service for forty years.

THE HISTORY OF THE CREATION OF THE NERYUNGRINSKY MILITIA
Neryungri, one of the youngest cities in Yakutia, was founded in the mid 70s of the XX century.
Simultaneously with the foundation and development of the city, internal affairs bodies appeared and passed the path of formation.
The Neryungrinsky militia was not born from scratch, the settlement police department in the village provided significant organizational and personnel support.

The geographical location of the city, which is the southern gate of Yakutia, determined the main purpose of the Department of Internal Affairs, and later the Department of Internal Affairs, - the protection of the southern borders of the republic from criminal elements.
In February 1975, the Neryungrinsky village police department was established.
The first employees of the newly created POM were the names that went down in history: Yuri Besedin, Vladimir Zakharov, Vitaly Kononenko, Eduard Popov, Boris Tarakanov, Nikolai Mamchuk, Igor Goryunov, Anatoly Ushakov, Kadyrbek Urazov, Anatoly Gorkovenko.
Yuri Nikolaevich Besedin was appointed the first head of the POM.
Later, the settlements of Berkakit and Serebryany Bor were formed with their own village police departments.
They were headed by employees of the Chulmansky POM Khityanik A. A. and Podgornov V. D.
Two police departments – Chulmanskoye and Neryungrinsky became the basis for the creation of the city police.

When Neryungri received the status of a city of republican subordination, the question arose about the formation of the city department of internal affairs.
The birthday of the Neryungrinsky Department of Internal Affairs is considered to be December 29.
On this day in 1975, by order of the Minister of the Ministry of Internal Affairs of the YASSR, in accordance with the order of the Minister of Internal Affairs of the USSR, the staff of the Department of Internal Affairs of the Neryungrinsky District Executive Committee was approved.
An experienced police officer, Ivan Konstantinovich Guryanov, was appointed the first head of the Neryungrinsky police department.
As the city expanded, the burden on law enforcement agencies increased in parallel.
The staff of the Department of Internal Affairs has increased several times.
The first specialized departments appeared: criminal investigation, investigation, OBKHSS, traffic police, medical detox, personnel.
In 1980, the GOVD moved from a modest one story barrack to a new two story building, and a year later received another one at its disposal.
The staff and technical equipment grew, the duty station was equipped, experienced teams were formed in the services.
In different years, experienced professionals stood at the helm of the Department of Internal Affairs, creating a powerful foundation for the development of bodies: Yu.N.Dmitriev, E. V. Turchinsky, V. M. Epstein, Yu.
V. Bezdnyakov.
It was under Yu.
V. Bezdnyakov that the construction of a new modern four story building for the Neryungrinsky militia was completed.
ATC received a powerful impetus to development.
A Headquarters was created, a duty unit was organized, and technical equipment increased dramatically.
And today, all management services are equipped with computer equipment connected to a single local network.
The equipment of all ATC services with transport has significantly increased.
Today, the management of the Department of Internal Affairs, as before, pays special attention to the selection and placement of personnel.
Employees of the Department of Internal Affairs are proud of their colleagues, such as A. I. Kutsenkov, A.M. Kim, V. V. Lysenko, D. P. Dmitriev, E. E. Kupriyanov and many others who have passed all stages of a police career from an ordinary employee to the head of a specialized unit.
For more than 30 years of its existence, the Neryungri militia has its own labor dynasties: Kapitonov, Slepchenko, Hristyuk, Misuno and many others.
In 1997, the Department of Internal Affairs was headed by an experienced and competent officer, a veteran of the militia, an honorary employee of the Ministry of Internal Affairs, Colonel Khityanik Alexander Andreevich.
In 2006, A. A. Khityanik finished his service as the First Deputy Minister of Internal Affairs of the RS (Ya).
He is currently retired.
Artur Yakovlev became the next head of the Neryungrinsky militia.
In 1986, he graduated from the KGB border military political school.
From 1982 to 1993, he served in the Armed Forces, and began his service in the Department of Internal Affairs as a policeman of the PPSM company of the Neryungri police Department and, having passed all the stages of police service, in 2001 he was appointed head of the Department of Internal Affairs of Neryungri.
Participated in the provision of international assistance in the Republic of Afghanistan.
He was awarded many government awards.
In 2006, Rodion Valeryevich Mikhailov became the head of the Neryungrinsky Department of Internal Affairs.
In 1994, he graduated from the Irkutsk Higher School of the Ministry of Internal Affairs.
During the years of service, he passed all the stages of police growth from a police officer of the IVS to the head of the Department of Internal Affairs.
He was awarded numerous badges and medals.
In November 2007, Rodion Valeryevich was appointed head of the Department for Combating Organized Crime of the Ministry of Internal Affairs of the Republic.
In January 2008, a new head of the Department of Internal Affairs for the Neryungrinsky district was introduced – Oleg Anatolyevich Lebed, who headed the department from January to August 2008.
He was awarded the medal "For the protection of public Order", "For services to the Patronymic".
In November 2008, Rodion Valeryevich Mikhailov, who previously held this position, was appointed head of the Department of Internal Affairs for the Neryungrinsky district.
Now the Department of Internal Affairs of the Neryungrinsky district is one of the largest divisions of the Ministry of Internal Affairs of the republic, more than 500 people serve in it to protect the order.
The personnel of the Neryungri police are determined to continue to honestly fulfill their duty to protect the public order of the city, the life and health of its residents.
