Jacques Patenet, the head of GEIPAN and an employee of the National Center for Space Research of France, ensured that the UFO dossiers were declassified.
For more than 30 years, they were collected by the state specialists of France for the study of"plates".
France is the only country in the world where UFOs were engaged and are still engaged not just seriously, but at the state level.
And every abnormal case - from among the declassified ones was not only documented, but also investigated.
At least, according to the representative of CNES and the head of GEIPAN, Jacques Patenet, such attempts were made.
The conclusions of the officials are amazing: almost a third of the cases cannot be explained.
In other words, people observed something really supernatural.
At the end of March, an event occurred that ufologists around the world were waiting for: the first batch of declassified materials appeared on the website of the French National Center for Space Research (CNES).
For almost 30 years, they were collected by the state service for the study of UFOs - the so called "Group for Information and Study of Unidentified Aerospace Objects" (GEIPAN), cooperating with the military, police and special services.
This is truly a world premiere, " said Jacques Patenet, a representative of CNES.
- No country has decided to do this yet.
In the United States, for example, you can only get access to part of the UFO archives.
And then from time to time.
On the contrary, we have provided everyone with free access to all the information that we have.
The main reason that prompted CNES to publish the "secret materials" were accusations of deliberately concealing information about UFOs.
We demonstrate that we do not hide anything, "Jacques Patenet assured," except information that affects the private life of citizens.
That is why the names of the witnesses are crossed out in most of the declassified documents.
The GEIPAN archives contain 1,600 dossiers containing information about about 6 thousand episodes of the appearance of UFOs.
The volume of materials is huge: about 100 thousand pages of A4 format.
And 28 percent of the cases from this volume are recognized as unexplained.
So far, GEIPAN specialists have made 400 dossiers publicly available.
But they expect to provide all the information by the end of the year.
To do this, according to Patene, a special employee has been hired who processes the documents.
But already now the dossiers have become a real sensation and have aroused great interest.
In the first hours after the files appeared, the CNES servers were overloaded.
More people visited the Center's website in two days than in the whole of last year.
And it is not surprising - some cases threaten to turn our ideas about the world and the universe upside down.
Therefore, another reason for declassification is to draw the attention of the world scientific community to the UFO problem.
The pilots testify

In the winter of 1979, Lieutenant Colonel Jean Pierre Fartek served as a pilot of the 2nd Fighter Aviation Squadron in Dijon.
His house was located on the very outskirts of the city: beyond there were only fields and a small grove.
On December 9, at 9.15 am, Fartek and his wife saw a strange object over the field.
A disk shaped ship with a diameter of 20 and a thickness of 7 meters hung against the background of trees at a height of about three meters.
According to the pilot and his wife, it resembled " two plates folded at the edges."
There were no portholes or lights visible - only a dull metal hull.
The UFO hovered absolutely noiselessly, sometimes swaying as if to keep its balance.
After a while (the couple, fascinated by the spectacle, did not look at the clock), the object began to sway much faster, then tilted and rushed on a low level flight into the distance until it disappeared over the horizon.
During the investigation, it turned out that many of the lieutenant colonel's neighbors had seen him.
Although Fartek saw UFOs from the ground, 6 percent of the observations contained in the GEIPAN dossier were made from aircraft.
On March 3, 1976, Claude Bosc, a cadet of the fighter aviation flight School in Tours, was performing a night training flight.
It was supposed to fly over Rennes, Nantes, Poitiers and land again in Tours.
Other cadets received the same task.
Suddenly, Claude saw that a fiery body rolled out of the horizon directly ahead.
At first, he thought that someone had launched a flare, but immediately dismissed this idea.
Having taken off to a height of more than 7 kilometers, the UFO began to descend, heading towards his plane.
Thinking that a collision was inevitable, Claude threw the controls, but at the last moment the UFO, slightly changing the flight path, raced near the right wing.
Despite the blinding light, the cadet realized that the UFO was not very large - two meters in diameter.
A phosphorescent green plume trailed behind him.
The radar did not record a UFO, but after landing it turned out that other cadets also saw the flight of the ball.
On March 7, 1977, at about 21.00, the Mirage IV plane was returning to Luxeuil after evening maneuvers.
He was flying at an altitude of 9600 meters.
Then the pilot Gervais Giraud and the navigator noticed a bright light on the right side: a UFO was moving at the same height, very quickly approaching the plane.
I radioed the dispatcher of the military radar in Contrexville and asked what kind of plane was going to intercept.
But there was nothing on the radar screen, and the dispatcher hinted that their oxygen masks were obviously not in order, since they were seeing all sorts of glitches...
When the UFO flew up almost at point blank range, Gervais laid a steep turn, but this did not help: the object made an even more puzzling maneuver and went to the "Mirage" in the tail, keeping at a distance of one and a half kilometers.
If it was someone else's fighter, Gervais and his partner would not have a single chance.
The pilot made another maneuver, and this time the glowing "something" fell behind.
Although nothing else could be seen in the sky, Gervais continued to feel that someone was watching him.
He told the navigator: "You'll see, the UFO will return now."
And I was not mistaken: this or exactly the same UFO again took a position on the starboard side.

He was made a French doctor in March 1974.
Trying to break away, the pilot put such a turn that his eyes almost popped out on his forehead: the overload during the maneuver reached 6.5 g!
The UFO easily repeated the turn and again went to the tail.
In the end, he easily overtook the Mirage and disappeared into the night sky.
Ufologists calculated that the UFO, performing such maneuvers, had to cross the sound barrier.
However, no one on earth heard the rumble...
Usually radars "do not see" UFOs, but there were exceptions.
One of these cases occurred on January 28, 1994.
The Air France airliner A 300 was flying from Nice to London.
Everything was going as usual on board, until the pilot Jean Charles Dubo noticed an object flying across the way.
Dubo and two other crew members remembered the time well 13.14, when the plane flew over the city of Coulomie.
Suddenly, the UFO, which had the shape of a bell, changed its shape in front of the pilots and turned into a dark brown egg.
After hanging level with the plane for about a minute, he disappeared as suddenly as he appeared.
Since 1983, pilots of French airlines have a special questionnaire that they must fill out in case of UFO sightings.
But in this case, the crew preferred to immediately contact the Aviation Navigation Center in Reims by radio.
From there, the message was transmitted to the operational center of the air defense, which, in turn, informed the ufologists.
During the investigation, it turned out that the military radar tracked the UFO for 50 seconds.
The data obtained and the crew's readings allowed us to calculate that the UFO had a diameter of 250 meters!
They violate the public peace
Classification of UFO sightings in France
After the Second World War, when UFOs began to appear more and more often in the sky over France, reports of mysterious phenomena in the sky were studied by the Air Force.
Lieutenant Plantier even published the "theory of UFO flight" in the official journal of the Air Force "Forses Arienne Francaise", but it remained a curious hypothesis.
Since 1950, a dossier on UFOs has also appeared in the "Desiem bureau" - French intelligence.
In 1954 and 1968, the question of creating an official group for the study of UFOs was raised at the highest level, but then this idea was not implemented.
Only in 1974, it was decided to organize the collection of messages about "plates" from the population - this task was assigned to the gendarmerie.
"The National Gendarmerie is obliged to monitor the order on the communication routes, the safety of people and property, and the public peace," explains Captain Gaston Kervandal.
- When UFOs fly low over a populated area, they disturb this calm.
Similarly, if a UFO lands in a field or on a pasture, it can cause damage to the crop or herd...
Thus, the gendarmerie can not help but be interested in UFOs, getting involved in actions regarding UFOs at the request of a witness or on its own initiative.
The Directorate of the Gendarmerie gave directives to all units so that every UFO sighting that became known was the subject of a serious investigation.
- How is such an investigation conducted?
Kervandal continues.
- As fast as possible.
Gendarmes go to the place of observation, photograph it, take a plan, interview witnesses and others, require laboratory tests, take prints of traces that may remain, interview special services, whether missiles or weather balloons were launched, whether anything was detected by radars, check whether an airplane or helicopter was going to land at the time of observation...
Such an investigation is similar to the usual investigation, familiar to the gendarmes.
Two years later, engineer Claude Poer proposed to create a ufo group at the National Center for Space Research, assuring that it would have the full support of the army, Air Force, civil aviation, gendarmerie and meteorologists.
This initiative was supported by the Institute of Defense Studies.
On May 1, 1977, the group, which at that time received the name GEIPAN (Group for the Study of Unidentified Aerospace Phenomena), officially began working under the leadership of Poer.
- When we created GEIPAN, there were a lot of wide smiles, - says Claude Poer.
- Now they have become narrower.
As for me, I donot care so much about the opinions of others.
If what the witnesses tell us is true, then this is very serious...
A study of 678 UFO reports from 1977 to 1978 showed that 38 percent of them cannot be explained.
11 UFO landings were recorded - only one received an acceptable, "earthly" explanation.
The other ten look just supernatural.
Scientists have come to the conclusion that people actually saw some material phenomena - most likely, aircraft, the principle of movement of which is unknown.
Twice, eyewitnesses observed humanoids from a distance of less than 250 meters.
BY THE WAY
A memo for eyewitnesses prepared by the GEIPAN group
What to do if you saw an unidentified aerospace phenomenon( s)?
Think, write, report.
First, think about whether you really observed NAYA.
If you really saw a phenomenon that you cannot explain, write down all the details as quickly and accurately as possible, including the following: the date, exact time and duration of the phenomenon; the exact geographical location, reference to the terrain, etc.; its shape, size, color, movements, etc.; any sounds emitted by it; any other information that may be useful.
If the phenomenon has left any visible traces (i.e. prints on the soil, damage to vegetation, etc.), do not go to this place.
No serious analysis of the samples can be carried out if they were not taken in accordance with the established rules.
In any case, inform the nearest police station, which will do all the necessary actions and prepare a report in the prescribed form for transmission to the GEIPAN group."
And here are the aliens
On August 29, 1967, two children from Kussak - a 13 - year old boy Francois Delpey and his 9 year old sister were grazing cows.
Suddenly, they noticed on the other side of the road that passed next to the field, four small humanoid creatures about a meter tall, dressed in black overalls.
Not far from them was a huge ball, half hidden by a fence.
It glittered so that it was painful to look at.
Ufologist Claude Pavy (photo below) interviewed children who had seen humanoids in Kussak.
And the artist restored the picture (above).
Ufologist Claude Pavy (photo below) interviewed children who had seen humanoids in Kussak.
And the artist restored the picture (above).
The real "plate" - its picture taken by geologist Andre Fresnel in 1952, is recognized as authentic.
One of the creatures bent down every now and then, as if collecting something, and the other held in his hand an object that reflected the sun's rays (Francois compared it to a mirror).
The humanoid was shaking his hand, apparently signaling to his companions.
The creatures saw that they were noticed, and became worried.
One of them soared vertically into the air and dived headfirst into the ball, as if through a trapdoor at the top.
Although it seemed to the children that it passed right through his body.
Two more humanoids followed him.
The fourth creature took off, then dived to the ground, where it picked up something, and soared up again.
At this moment, the balloon began to take off, and the fourth passenger dived inside when the UFO was already high above the ground.
The ball rose in a spiral, then glowed brightly and flew away.
And the wind brought a strong smell of sulfur to the children.
The frightened cows, lowing, huddled around the guys.
They rushed home in tears.
But they did not cry out of fear, but because of some kind of impact: the children's eyes watered for several more days.
The father went to the police.
The gendarmes who arrived at the scene also smelled sulfur.
And where the balloon was standing, they found clear prints of supports and dried grass.
In 1978, a second investigation was conducted.
Scientists not only interviewed grown up children, their relatives, doctors and policemen again, but also found witnesses who heard strange sounds, saw a UFO fly by.
According to experts, the residents of Kyussak really met a mysterious ship.
The "plate" turned out to be genuine
At the disposal of scientists there is a sophisticated computer technology that allows for a thorough analysis of UFO photos.
It turned out that among the mass of images accumulated over the years of observations, there are real photos of disk shaped ships!
On July 18, 1952, geologist Andre Fresnel took a series of UFO images near Lake Chauvet, but then almost no one believed him.
- It was about 18.00 when I saw a UFO, - said Fresnel.
- Without knowing its diameter, I canot say at what altitude it was flying.
Apparently, it was at an altitude of three to eight kilometers...
I managed to shoot four frames very quickly.
After taking photos, I began to look at the ship through binoculars I looked for about a minute.
Judging by my observations and calculations, if it was at an altitude of three kilometers, it was flying at a speed of about 300 meters per second.
If it was at an altitude of 8 kilometers, its speed was higher and could reach 800 m / sec.
I didnot hear any sound.
The ship had the shape of an oval.
From the bottom, in the center, there seemed to be a lighter bulge, but I'm not sure about it...
I assume that a rotor or some kind of gyroscopic system was rotating very quickly above it, which can explain the glare captured in the pictures.
The expert examination conducted by scientists dismissed all suspicions.
But many pictures that were considered authentic did not stand up to such a test.
A large number of fakes were revealed using mock ups, stunt filming and the like, and this was found even on old, "classic" UFO photos.
There were many simple misconceptions: people took for UFOs and filmed bright celestial bodies, natural phenomena, birds, artificial Earth satellites, balloons, rockets and much more.
Boarding in Trans en Provence
In 1979, the state ufologists were headed by a young scientist Alain Esterl, who increased the number of permanent members of the group to ten.
- Our specialists are studying information about unidentified phenomena from the point of view of the laws of physics, trying to deduce some regularities and, they are considering the most unexpected assumptions related to such phenomena of interest to us, as the possibility of objects "standing" in the air without releasing energy, or possible causes of interruptions in the supply of light, in the operation of car engines when UFOs appear, " he said in an interview.
- We reflect on what is possible and what is not, based on our current knowledge.
It was Alain Esterl who led the study of the UFO landing on January 8, 1981 in the village of Trans en Provence in southeastern France.
And I came to the conclusion that this case cannot be explained by anything other than the impact of some unknown radiation from an unknown aircraft.
The main witness was 55 year old Renato Nicolai: it was on his farm that a UFO landed.
The farmer's story was recorded by the gendarmes at the scene: "My attention was attracted by a slight sound, something like a faint whistle.
I turned around and saw an object that was about the height of a pine tree on the border of the plot.
It was descending without rotating...
UFO (his drawing, made by an eyewitness, below) left traces on the path - ufologists photographed them.
UFO (his drawing, made by an eyewitness, below) left traces on the path - ufologists photographed them.
Such a UFO landed with a whoosh in Trans en Provence.
During landing, it began to emit another whistle, constant and monotonous, then rose up and, being at the height of the treetops, flew very quickly to the northeast.
When the device began to take off, I noticed four holes in its bottom, from which, however, there was no smoke or flame.
He kicked up some dust when he got off the ground.
At that moment, I was about 30 meters away.
Then I came up and saw a round footprint with a diameter of about two meters.
In a number of places around the circumference there were some traces or prints.
The device looked like two plates stacked together with the bottoms facing out.
It was about 1.5 meters tall, lead colored.
Along its circumference, at the junction, there was something like a binding tape.
Below, when the object took off, I saw round protrusions, probably landing devices or supports.
There I also saw two circles that looked like the outlines of hatches.
Two supports - or two landing devices protruded about 20 centimeters from the hull."
Soil and vegetation samples were transferred to the University of Toulouse, the University of Metz, the National Institute of Agronomic Research and other institutions.
The scientists found that the soil was subjected to strong pressure and noticeable temperature effects, and the plants were subjected to biochemical changes, and they were the greater the closer the plants were located to the center of the planting trace.
In the leaves of alfalfa, 30 to 50 percent of chlorophyll was destroyed.
Experts have suggested that here we could be talking about an unknown energy field and that the study of the traces fully confirms the eyewitness's story.
- The object, in order to land, flew almost right next to a two - meter wall, and at one of the points of the trajectory the distance between the wall and the body did not exceed 20 centimeters, - one of the scientists noted.
- In order to control an object about 2.8 meters in diameter, having a large mass and flying at high speed, it requires simply amazing flight skills.
I think that this UFO came to us from outer space...
Mini UFO in Nancy
In this case, the UFO was observed in broad daylight by a prominent biologist who wished to remain anonymous.
On the same day, his story was recorded by gendarmes and handed over to ufologists.
On October 21, 1982, the biologist went to the garden.
At 12: 35, he noticed a UFO that flew up to the house from the southeast.
The trajectory of his flight was such that it seemed that a UFO was about to land on his head.
But this did not happen: the oval object hovered a meter above the ground and remained in this position for quite a long time.
During this time, the biologist managed to clearly see the object, which was 80 centimeters thick and no more than a meter in diameter.
The lower half of it looked like it was made of polished metal, and the upper half looked like it was made of bluish - green opaque glass.
Twenty minutes later, the UFO flew vertically upwards and disappeared from sight, "as if it was sucked into the sky."
At that moment, all the plants under the device stood on end, and then fell off again.
The tips of the plants dried up, as if under the influence of a strong electric field.
EXPERT RECOGNITION
Jean Jacques VELASCO: The idea of extraterrestrial origin is quite obvious
Jean Jacques VELASCO: The idea of extraterrestrial origin is quite obvious
The sensational investigations of Alain Esterl caused discontent on the part of conservative scientists who headed the Space Research Center.
His group was "squeezed" in the most painful place - funding was cut.
In 1983, Esterl moved to another position at CNES, and the group was headed by his deputy Jean Jacques Velasco.
More precisely, what was left of the group: at first Velasco had only an assistant and a secretary at his disposal, and then they also disappeared.
In 1988, the group was disbanded.
Instead, they organized the SEPRA group (the Service for the Examination of Phenomena Entering the Atmosphere) under the leadership of Velasco, but with a different composition.
In addition to studying UFOs, ufologists were assigned to track satellites and their parts burning up in the atmosphere.
All this did not deter Jean Jacques Velasco from amazing statements about "plates".
Even in the last century, he can be said to have officially recognized that UFOs not only exist, but also, most likely, have an extraterrestrial origin.
"There are objects flying in the airspace of France that escape the attempts of the civil and military authorities to control them, which use technology superior to that of Earth," he argued.
"Since this mind is higher than our mind, it is able to provide itself with elusiveness...
The idea of its extraterrestrial origin is quite obvious."
Since 2000, SEPRA has again started to deal exclusively with UFOs.
In 2005, it was renamed GEIPAN (Group for the Information and Study of Unidentified Aerospace Objects), and it was headed by Jacques Patenet.
The group is managed by a Scientific Advisory Board headed by former CNES CEO Yves Sillard.
It includes 15 representatives from the gendarmerie, the army, the Air Force, the Civil Aviation Administration and other departments.
According to Jacques Patenet, the GEIPAN group receives about a hundred messages a year and investigates the most interesting of them.
"In 99% of cases, the witnesses are absolutely sincere," he added.
"They definitely saw something."
